Researchers have so far focused only on a limited range of factors impacting on (Green) party developments. These factors could be broadly described as external and internal. Based on analysis of Slovenian Green parties, this book tests the often overlooked thesis that the characteristics of agency within the Green party segment in a given national party system may be a crucial factor in the long–term success or failure of Green parties within that system.

EU public policies seen from a national perspective: Slov |

 | Damjan Lajh, Zdravko Petak EU public policies seen from a national perspective: Slovenia and Croatia in the European Union
This book concerns the characteristics, problems and prospects of EU public policies from the perspective of two countries – Slovenia and Croatia, which shared the common historical experience of the socialist system of former Yugoslavia; after independence, they both started seeking membership in the European integration. Over the last 25 years they have both experienced deep political, social and economic changes, while the European Union has played quite a significant role in these transformation processes – it has intervened in the operation of both countries’ political systems and the regulation of individual policy domains.
The book is divided into two parts. The first deals with actors and processes, while the second focuses on an analysis of various policy sectors. The first set of policy sectors covers regulatory, distributive and redistributive policies (the economy, agriculture, cohesion, transport and the environment) regarding which a great proportion of sovereignty has been transferred to the EU level. The second set of policy sectors covers policies that are mostly ‘only’ coordinated at the EU level, while an important proportion of sovereignty has remained at the level of member states (employment and education). In this way, individual chapters analyse policy sectors in the respective country in three steps: main characteristics before accession to the EU (to identify any ‘mismatch’ between national and EU levels, whether the sector was non/problematic from the viewpoint of accession); the Europeanisation process (the EU’s role in reform processes); and the biggest problems and prospects in the period of full membership.

 | Bogomil Ferfila Skandinavija - idealni model družbe, ekonomije in politike?

The Routledge Handbook of European Elections explores the multifaceted dimension of the European Parliament’s (EP) electoral contests across the European Community and European Union since 1979.
After setting a general empirical and theoretical framework, this collaborative project presents original contributions from leading experts in the field. Each case study adheres to a common template that makes it easy to compare data, methodology and outcomes.
Every country chapter includes:
- a brief geopolitical profile and historical background of the Member State;
- a glance at the national political landscape;
- a brief account of the main political parties, including their attitude toward the European Union;
- a section on public opinion and European integration;
- a summary of electoral systems;
- an overview of all EP and national elections;
- an in-depth analysis of the 2009 EP electoral race;
- an overall theoretical interpretation of European elections.
A comparative chapter closes the Handbook followed by an extensive coverage of the 2014 EP contest with a detailed analysis of the newly elected European Assembly in terms of political group and gender composition.
The volume aims to enhance readers’ understanding of the European Parliament and revive their interest in the European integration process. By providing a wide range of national and European facts and figures, this investigation represents a comprehensive reference guide to scholars, practitioners and students of the European Parliament, European elections, political parties, European Union, comparative and gender politics.

 | Danica Fink Hafner The Development of Civil Society in the Countries on the Territory of the Former Yugoslavia since the 1980s
This book is first of all an exploratory account of an under-researched aspect of socio-political dynamics on the territory of the former socialist Yugoslavia since the 1980s. It presents a rough analysis of the main characteristics and factors of civil society developments from the point of view of native experts. A common thread that runs throughout the monograph is the connection between the development of a modern civil society and the variations in democratic transition in the various territories of former socialist Yugoslavia.

 | Alenka Krašovec, Lars Johannsen, Karin Hilmer Pedersen, Tomaž Deželan Nevarnost sistemske korupcije v Sloveniji : spodbude in ovire [The Risk of Systemic Corruption in Slovenia: Drivers and Barriers]
This article tackles a salient area of the recent examinations of corruption, that of systemic corruption. While the academic community has extensively studied the existence and extent of corruption in Slovenia, the different research designs that scholars have employed have often yielded conflicting results. These inconsistencies constitute the starting point of the article, where we also attempt to grasp the character of corruption in Slovenia. As a multi-method examination confirmed the risk of systemic corruption in Slovenia, we devote an extensive portion of our study to analysing the institutional and normative drivers and barriers to it. Our study indicates that the spoils system in public administration, amalgamated with systemically built-in (neo)corporatist network patterns among the (governing) politicians and (state) economy, is one of the key drivers of systemic corruption in the state. On the other hand, the barrier to systemic corruption rests in the levers and opportunities of the international environment, as an impressive number of (international) documents putting forward the relevance of fighting systemic corruption have already induced change in the (inter) national discourse on the topic.

First-job educational and skill match : an empirical inve |

znanstveni članek |

 | Tomaž Deželan, Danica Fink-Hafner, Mateja Melink First-job educational and skill match : an empirical investigation of political science graduates in Slovenia
Purpose: The purpose of this paper is to examine the education-job match of political science graduates from Slovenia, as well as from selected EU countries, in the context of other disciplines. In the frame of contested theoretical approaches, the implications of matching the knowledge that is acquired during education to the skills that are needed on the job are also examined.
Design/methodology/approach: Using the REFlex HEGESCO database, as well as other secondary data, the wider disciplinary and contextual environments are presented. Disciplinary and contextual mapping is followed by binary logistic regression of primary data collected from Slovene political science graduates. Based on the results, the authors determined the validity of certain theoretical premises of human capital, credentialist, and assignment approaches, specifically regarding education-job matching.
Findings: In terms of graduate education-job match, the results indicate that the relevance of the sector of employment relates to educational as well as skill match. The results also indicate that matched candidates utilize the skills acquired during the education process to a greater degree, which adds weight to the assignment theory's presumption. The effect of formal credentials is relevant, because graduates with Bologna degrees, despite having attended programs with virtually identical curricula at the same institution, are significantly less matched when compared to non-Bologna graduates. Accordingly, the effect of the change to the structure of the system of higher education (HE), which is amplified by the period effect of the economic crisis, implies a serious change to graduates’ opportunity structure.
Practical implications: The study should motivate a re-examination of the teleological purpose of the study by professional associations in the state. It should also motivate the adjustment of the study programs to the new conditions graduates face and strengthen the educator-employer relationship to make the latter cognizant about the study programs and the skills of graduates. In addition, the study should provide grounds for a critical discussion about the implications of governmental austerity measures on the public sector.
Originality/value: The paper provides new insights into the early careers of political scientists and social scientists at large. It also offers early evidence on the effect of the Bologna's HE reform and indications about the early career achievements in a crisis-struck post-communist country.

 | Tomaž Deželan, Alem Maksuti The relevance of higher education in Slovenia for creating virtuous citizens and a working democracy : an underexploited source?
Higher Education is a steward of socialization, a facilitator of social mobility, and a provocateur eliciting individuals' and societies' unrealized potential. Graduates of the Academy will become the next generation of those tasked with building, strengthening and maintaining the institutions and ideals underpinning current and aspiring democratic societies. But as globalization continues to blur individual, institutional and national boundaries, there are calls from and to multiple sectors to articulate productive methods for achieving the ideals of democracy and social cohesion. This text is intended to contemplate the conceptual frameworks and policy imperatives facing post-secondary/tertiary sector educational institutions in preparing citizens for meaningful participation in democracies, whether long-standing, young or emerging. The diverse international contributors discuss perspectives on how post-secondary/tertiary sector institutions are implicated in, but not necessarily leading these efforts.

The chapter examines the Twitter campaigning of parliamentary political parties and their influential members during the 2011 preterm national election campaign. We examine the rationales behind the adoption and appropriation of Twitter in the Slovenian political arena. Content analysis of 4,610 Tweets and conducted interviews with campaign managers of seven lists of candidates allowed us to revisit three perennial hypotheses about political communication on the web: the copycat, revolution and normalisation hypotheses. While the examined parties’ move into the Twittersphere confirmed the copycat hypothesis, their utilisation of the tool revealed mixed evidence for the revolution vs. normalisation dilemma. Party campaigning did show signs of ‘politics as usual’, with political powerhouses taking the lead on Twitter as well. However, it also demonstrated a substantial degree of genuine direct political interaction between politicians and citizens.

 | Tomaž Deželan, Alem Maksuti, Matjaž Uršič Capacity of local development planning in Slovenia : strengths and weaknesses of local sustainable development strategies.
Despite being coined by international forums and promoted chiefly by international/supranational organisations and clubs, sustainable development is a concept that in essence rests on and is largely determined by the local level. The local level’s primacy in terms of introducing the principles of sustainability is openly stipulated by Agenda 21, thus providing the impetus for local sustainable development strategies – Local Agenda 21. These community-specific, long-term visions of sustainable co-existence serve as an important strategic tool for overcoming challenges communities may face while maintaining the general idea of the future. As prime standardised artifacts, local sustainable development strategies represent an excellent insight into the capacity of an individual community to achieve a sustainable future and deal with potential challenges. In this paper, we analysed four such visions of a sustainable future for two city and two minor Slovenian municipalities in order to examine their capacity to develop into sustainable communities. By employing George and Kirkpatrick’s (2006) framework for assessing sustainable development strategies, we identified useful and problematic aspects of the documents prepared by the city and town municipalities. The analysis showed that the transition period in Slovenia has left a significant impact on development planning and its consequences have yet to be fully resolved.

 | Danica Fink-Hafner, Tomaž Deželan The political science professional project in Slovenia : from communist monism, democratisation and Europeanisation to the financial crisis.
In this article, we assess the effects of democratic transition, the introduction of a capitalist economy, the creation of a newly independent state and international economic and political integrations on the employment potential of political science graduates. While we particularly focus on Slovenia, we will also consider the broader challenges faced by many professions across Europe. The empirical study is based on a series of tracer surveys carried out since 1969, as well as an analysis of political science programme curricula, enrolment and graduation statistics and official data on employability. The statistical and survey data is supplemented by stakeholders' views. Our main finding is that, paradoxically, under socialism, the pressures on political science supported internal professional integration so that the profession was better able to adapt to the initial democratisation than to market-induced domestic changes and the challenges of global competitiveness (including the Bologna HE reform). The recent international financial and economic crisis has only reinforced these challenges.

 | Tomaž Deželan, Alem Maksuti, Uršič Matjaž The potentials of normative sustainability : an analysis of sustainable development strategies on global, supranational and national levels
The paper discusses the degree of normative sustainability achieved by selected regimes according to their sustainable development strategies. Focussing on Agenda 21, the Mediterranean Strategy of Sustainable Development, the European Union’s renewed Sustainable Development Strategy and Slovenia’s Development Strategy, the paper draws on Becker et al.’s cross-disciplinary concept of sustainability and the operationalization of normative sustainability. On the basis of the analysis of objectives and rationales behind the investigated strategies as well as examination of the general context, the paper puts forward the differences between the examined regimes and explores the possible factors inducing them. The paper concludes with a general observation that the analysed regimes reflect a fair degree of normative sustainability.

 | Tomaž Deželan, Alem Maksuti Towards our common future : comparative assessment of the sustainable development strategies of the European Union, the Mediterranean and Slovenia.
This paper assesses three sustainable de- velopment strategies – the European Union’s Sustainable Development Strategy in its revised version, the Mediterranean Strategy for Sustain- able Development and Slovenia’s Development Strategy – according to the level of sustainability these strategies provide. Deriving from three di- verse sustainable development regimes, select- ed strategies are scrutinised for the presence of the five general principles of effective sustainable development strategies promoted by the United Nations and the Organization for Economic Co- operation and Development. Building on George and Kirkpatrick’s (2006) framework for analysis, we concentrate on principles of strategic planning and sustainable development, and a coordinated set of measures to ensure their implementation. The results reveal that the major differences be- tween the assessed strategies are present in the sophistication of the theoretical bases and the integration of three main pillars of sustainable development (i.e. environmental, economic and social). In general, the assessed strategies re- flect a high degree of inclusiveness of a variety of interests. However, there is a common weak- ness among them in terms of implementation, be it in the provision of adequate resources, the guarantee of adequate implementing capacity of the institutions designated for implementation or the precise definition of the institutional frame- work responsible for the implementation of the strategy.

 | Tomaž Deželan Državljan v razmerju do države : ureditve in razprave skozi čas

 | Danica Fink-Hafner, Mitja Hafner-Fink, Meta Novak Europeanisation as a Factor of National Interest Group Political-Cultural Change The Case of Interest Groups in Slovenia
Based on a social constructivist framing, this article seeks to address the gap in the literature on the impact of Europeanisation on the national interest group political culture in general and in the post-communist context in particular. The impacts of Europeanisation on interest group domestic policy behaviour, in terms of national interest groups networking with their European counterparts, their contacts with EU-level decision makers, and their access to EU funds, are tested based on the panel surveys that were conducted in 1996 and 2012 of the most influential interest groups in eleven policy fields in Slovenia. Our key findings are that Europeanisation does support changes in the national interest group political culture in the direction of a more pro-active approach in influencing national policy processes. However, Europeanisation explains only a small portion of the variability among the domestic policy behaviour of interest groups.

The objective of this book is to contribute to an increase in the knowledge of the concepts, forms and consequences of discrimination in Croatian society (with an emphasis on gender and ethnic-based discrimination) as well as legal and institutional frameworks for its combating among citizens, women's NGOs and ethnic minority NGOs and politicians. It represents the research efforts of the ‘AD ACTE – Anti-Discrimination Actions Towards the Equality of Women and Men’ project and strives to monitor the implementation of already-enacted national anti-discrimination policies, to assess their effectiveness and to propose new benchmarking models. The monitoring focuses on the anti-discrimination policies in the field of female political participation (including ethnic minority groups). On the basis of the data acquired and the analysis performed, the book argues that the measures adopted in Croatia to promote the balanced representation of women and men have failed to produce any significant improvements.

 | Danica Fink Hafner, POST-ACCESSION POLITICIZATION OF NATIONAL EU POLICY COORDINATION: THE CASE OF SLOVENIA Post-Accession Politicization of National EU Policy Coordination: The Case of Slovenia
This article focuses on how domestic and EU-level political factors affect the functional aspect of the national coordination of EU affairs. Due to the idiosyncrasies of the post-communist countries which have joined the EU since 2004, an analysis of dynamic changes in the national systems of coordination needs to focus on three factors: (a) functional pressures from the EU; (b) the consolidation of the national party system; and (c) existing traditions of politico-administrative relations. The international economic and financial crisis is considered as a fourth factor that has affected the first three factors through the increase in the EU's 'informal intergovernmentalism', which adds to the politicization of EU matters. The Slovenian case points to an increased, though selective, politicization of EU business due to both national- and EU-level factors.

 | Alenka Krašovec, Tim Haughton Money, organization and the state: The partial cartelization of party politics in Slovenia
A detailed analysis of party organization, party funding and voting behaviour in parliament in Slovenia indicates a partial cartelization of Slovene party politics. In line with the cartel thesis, parties in Slovenia are heavily dependent on the state for their finances and there is evidence that parties have used the resources of the state to limit competition. Nonetheless, there is much less evidence of cartelization in terms of party organization indicating more cartelization in the party system as a whole than within individual parties.

Štirinajst avtoric in avtorjev prinaša nova spoznanja in ocene o antropološkem, političnem in gospodarskem razvoju, o socialni državi, ustavnosti, parlamentarizmu, zunanji politiki, odnosih z Evropsko unijo, sodstvu, vzgoji in izobraževanju, javni upravi, političnih strankah ter o državljanstvu in položaju državljanov.
