Povzetek
Avtorji v članku odgovarjajo na vprašanje, do kolikšne mere članstvo v Evropski uniji in EU financiranje prispevata k profesionalizaciji interesnih skupin v Sloveniji. Ali sta pridruževanje EU in EU financiranje bolj vplivala na profesionalizacijo interesnih skupin kot prehod iz socializma v kapitalizem? Inovativni raziskovalni prispevek temelji na podatkih dveh raziskav med interesnimi skupinami v Sloveniji – prve iz leta 1996, osem let pred vstopom Slovenije v EU (leta 2004) in druge iz leta 2012, osem let po vstopu Slovenije v EU. Raziskava je pokazala, da pridruževanje EU in EU financiranje krepita profesionalizacijo interesnih skupin. Toda, ti procesi se prepletajo s partitokratsko vlogo nacionalnih strank; stranke namreč posredujejo pri oblikovanju in strukturiranju profesionalizacije interesnih skupin prek odločanja o dodeljevanju EU sredstev interesnim skupinam.

Abstract
This article investigates the extent to which European Union (EU) accession and EU funding contribute to the professionalization of interest groups in Slovenia. Have EU accession and funding had a more profound impact on the professionalization of interest groups in Slovenia than the shift from socialism to capitalism? Our novel empirical evidence is drawn from two surveys of interest groups in Slovenia—the first in 1996 eight years prior to Slovenia’s membership of the EU (in 2004) and the second in 2012 eight years after its accession. Our findings show that EU accession and funding accentuate the professionalization of interest groups. However, these processes are intertwined with the partitocratic role of national political parties and parties mediate the shape and structure of interest group professionalization via their decisions on the allocation of EU funding to groups.

Odkar so se v času družbenih in političnih sprememb v 70. in 80. letih 20. stoletja zelene stranke prvič pojavile v zahodni Evropi (zlasti v Nemčiji), raziskovalci analizirajo različne dejavnike, ki so pripeljali do njihove ustanovitve in razvoja. V knjigi se avtorji osredotočajo na postsocializem in analizirajo medsebojno delovanje treh ključnih dejavnikov, in sicer dinamiko med (1) nacionalno politiko in (2) subjektivnimi značilnostmi zelenih strank v času njihovega razvoja, upoštevajo pa tudi (3) gospodarsko krizo kot dodaten dejavnik. V monografiji je preverjena pogosto spregledana teza, da so subjektivni dejavniki v danem nacionalnem strankarskem sistemu lahko ključni za dolgoročni uspeh ali neuspeh zelenih strank v tem sistemu. Analizo slovenskega primera dopolnjuje primerjava razvoja zelenih strank v Sloveniji in posocialističnih državah srednje in vzhodne Evrope.

Special issue on Democracy and Alternative Modes of Governance edited by Danica Fink Hafner focuses on several current modes of governance which critically co-determine the nature and democratic aspects of governance in Slovenia. More precisely, from a comparative perspective, the authors analyse empirical modes as they have been evolving in Slovenia since the country's transition to a democracy (1990-2017).
The articles present theoretical sub-framing relevant to specific aspects of governance; they analyse the empirical dynamics of each particular type of governance studied and evaluate them. Two democratic values are used as the main assessment criteria: representation and accountability. An analysis of empirical governance takes into account the dynamics of each of the particular mode of governance and identifies the trends in their empirical functioning in Slovenia since its transition to a democratic political system.

In the EU multilevel polity, domestic interest groups seek to shape EU legislation by accessing both national and EU institutions. Previous studies indicated that institutional and issue contexts as well as organisational characteristics shape their strategies of interest representation. However, we know much less about how alignments and arguments impact on their participation in EU and national policy consultations. Addressing this gap, we investigate the lobbying strategies of almost 2900 national interest organisations from five member states (Germany, the Netherlands, Slovenia, Sweden, and the United Kingdom) on 20 EU directive proposals also bringing a new empirical scope to the study of multilevel interest representation. The findings indicate that alignments and arguments shape the participation of domestic interest groups in consultations on EU policies. We infer from our study that some general predictions of interest group behaviour are overstretched and outline four major variations of interest representation routines.

Although there are numerous definitions of populism, the distinction between the different forms of populism in relation to changing forms of societies has not yet been conceptualised. Such a typologisation requires a focus on changes in political paradigms relating to changing forms of societies, and on particular reactions to processes of globalisation. It is argued that adopting this approach can make research more precise both in studying a single country and for comparative cross-country research. In this article we report on development and testing of conceptualisations of pre-modern, modern national, authoritarian national and post-modern populism with reference to the case of Slovenia, a society which has recently undergone dynamic change.

Recently, however, Slovenian democracy has been challenged. The article shows that the balance between responsible and responsive policies tipped following the first decade, due to the demise of corporatism, distrust in political parties, and the personalization of politics.

Prvi del knjige vsebuje poglavja o demokratični kulturi, političnih strankah, nacionalnih identitetah in medijih. Drugi del knjige vsebuje primerjavo enakosti spolov in razmerij med cerkvijo in državo. Monografija skuša dopolniti ugotovitve raziskav s področja razkoraka v znanju s področjem razkoraka v izražanju mnenja na politične anketne kazalce. Začetniki raziskovanja razkoraka v znanju so avtorji Phillip J. Tichenor, George A. Donohue in Clarice N. Olien. Z omenjeno hipotezo so poskušali pojasniti neuspeh informacijskih kampanj pri izobraževanju predvsem skupine z nižjim družbenoekonomskim položajem. Neraziskano pa ostaja področje razkoraka v izražanju mnenja na politična vprašanja v javnomnenjskih anketah. Glede na to, da je za oblikovanje mnenja, potrebna določena količina znanja in informacij in da so neodgovori lahko učinkovit kazalec družbenoekonomskega položaja ta monografija skuša prispevati k že opravljenim raziskavam razkoraka v znanju in razumevanju neodgovorov v anketnih vprašalnikih, ki so vse prej kot naključno razporejeni. V monografiji tako pogledamo kaj se zgodi z opredeljevanjem na politična javnomnenjska vprašanja v odnosu do družbenoekonomskega položaja v obdobjih povečanja informacij, kot je na primer obdobje volilne kampanje v primerjavi z obdobji vladanja. Uporaba neodgovorov v analizi obenem opozorja na vrednost vseh zbranih podatkov z merjenji javnega mnenja.

Jedro raziskovalnega interesa v pričujoči monografiji predstavlja vloga organizirane civilne družbe v odločevalskih procesih o javnih politikah Evropske unije. Identificiramo lahko zlasti dva argumenta za vključevanje organizirane civilne družbe v te procese. Prvič, civilna družba deluje po načelu prostovoljne participacije. Civilnodružbene organizacije so tako organizacije, ki so nastale zaradi iniciativ državljanov samih, prostovoljnega združevanja državljanov, ki sami sebi vladajo. Zato so pozitivna sila demokratičnega razvoja in igrajo pomembno vlogo pri razlagi, postavljanju in razpravi glede družbenih problemov. Drugič, civilnodružbene organizacije preskrbijo oblikovalce politik s pomembnimi informacijami in strokovnimi mnenji, do katerih odločevalci drugače ne morejo priti in za katere jim primanjkuje virov. Organizirana civilna družba tako lahko hkrati izboljša učinkovitost oblikovanja politik ter zagotovi participacijo državljanov. V tem pogledu v monografiji poskušamo odgovoriti na nekaj ključnih vprašanj glede vloge in delovanja organizirane civilne družbe v okviru javnopolitičnega procesa EU: (1) KDO predstavlja organizirano civilno družbo v okviru EU in kako jo lahko opredelimo; (2) ZAKAJ se organizirana civilna družba vključuje v procese oblikovanja in izvajanja javnih politik EU; (3) KAKO organizirana civilna družba skuša uveljaviti svoje interese v javnopolitičnem procesu EU?

Researchers have so far focused only on a limited range of factors impacting on (Green) party developments. These factors could be broadly described as external and internal. Based on analysis of Slovenian Green parties, this book tests the often overlooked thesis that the characteristics of agency within the Green party segment in a given national party system may be a crucial factor in the long–term success or failure of Green parties within that system.
Raziskovalci so se doslej osredotočali le na omejen izbor dejavnikov, ki bi lahko vplivali na razvoj (zelenih) strank. Te dejavnike bi lahko grobo opisali kot zunanje in notranje dejavnike. Na podlagi študije primera razvoja zelenih strank v Sloveniji v knjigi preverjamo pogosto spregledano tezo, da so značilnosti delovanja znotraj segmenta zelene stranke v danem nacionalnem strankarskem sistema lahko ključni dejavnik dolgoročne uspešnosti ali neuspešnosti zelenih strank v tem sistemu.

This book concerns the characteristics, problems and prospects of EU public policies from the perspective of two countries – Slovenia and Croatia, which shared the common historical experience of the socialist system of former Yugoslavia; after independence, they both started seeking membership in the European integration. Over the last 25 years they have both experienced deep political, social and economic changes, while the European Union has played quite a significant role in these transformation processes – it has intervened in the operation of both countries’ political systems and the regulation of individual policy domains.
The book is divided into two parts. The first deals with actors and processes, while the second focuses on an analysis of various policy sectors. The first set of policy sectors covers regulatory, distributive and redistributive policies (the economy, agriculture, cohesion, transport and the environment) regarding which a great proportion of sovereignty has been transferred to the EU level. The second set of policy sectors covers policies that are mostly ‘only’ coordinated at the EU level, while an important proportion of sovereignty has remained at the level of member states (employment and education). In this way, individual chapters analyse policy sectors in the respective country in three steps: main characteristics before accession to the EU (to identify any ‘mismatch’ between national and EU levels, whether the sector was non/problematic from the viewpoint of accession); the Europeanisation process (the EU’s role in reform processes); and the biggest problems and prospects in the period of full membership.

Sprva ga obravnava na splošno, v nadaljevanju pa ponudi vpogled na problematiko skrbstvenega dela in dela starejših žensk. Posebno mesto v knjigi zavzema uporaba klasičnih teoretskih pristopov, ki predstavljajo primere opredeljevanja javnopolitičnega problema, kot tudi možno izhodišče za oblikovanje alternativnih rešitev javnopolitičnih problemov. This article tackles a salient area of the recent examinations of corruption, that of systemic corruption. While the academic community has extensively studied the existence and extent of corruption in Slovenia, the different research designs that scholars have employed have often yielded conflicting results. These inconsistencies constitute the starting point of the article, where we also attempt to grasp the character of corruption in Slovenia. As a multi-method examination confirmed the risk of systemic corruption in Slovenia, we devote an extensive portion of our study to analysing the institutional and normative drivers and barriers to it. Our study indicates that the spoils system in public administration, amalgamated with systemically built-in (neo)corporatist network patterns among the (governing) politicians and (state) economy, is one of the key drivers of systemic corruption in the state. On the other hand, the barrier to systemic corruption rests in the levers and opportunities of the international environment, as an impressive number of (international) documents putting forward the relevance of fighting systemic corruption have already induced change in the (inter) national discourse on the topic.

Purpose: The purpose of this paper is to examine the education-job match of political science graduates from Slovenia, as well as from selected EU countries, in the context of other disciplines. In the frame of contested theoretical approaches, the implications of matching the knowledge that is acquired during education to the skills that are needed on the job are also examined.
Design/methodology/approach: Using the REFlex HEGESCO database, as well as other secondary data, the wider disciplinary and contextual environments are presented. Disciplinary and contextual mapping is followed by binary logistic regression of primary data collected from Slovene political science graduates. Based on the results, the authors determined the validity of certain theoretical premises of human capital, credentialist, and assignment approaches, specifically regarding education-job matching.
Findings: In terms of graduate education-job match, the results indicate that the relevance of the sector of employment relates to educational as well as skill match. The results also indicate that matched candidates utilize the skills acquired during the education process to a greater degree, which adds weight to the assignment theory's presumption. The effect of formal credentials is relevant, because graduates with Bologna degrees, despite having attended programs with virtually identical curricula at the same institution, are significantly less matched when compared to non-Bologna graduates. Accordingly, the effect of the change to the structure of the system of higher education (HE), which is amplified by the period effect of the economic crisis, implies a serious change to graduates’ opportunity structure.
Practical implications: The study should motivate a re-examination of the teleological purpose of the study by professional associations in the state. It should also motivate the adjustment of the study programs to the new conditions graduates face and strengthen the educator-employer relationship to make the latter cognizant about the study programs and the skills of graduates. In addition, the study should provide grounds for a critical discussion about the implications of governmental austerity measures on the public sector.
Originality/value: The paper provides new insights into the early careers of political scientists and social scientists at large. It also offers early evidence on the effect of the Bologna's HE reform and indications about the early career achievements in a crisis-struck post-communist country.

Čeprav je vsak izmed pojmov, ki je predstavljen v knjižici, napisan nepristransko in objektivno, knjižica ne ponuja preprostih odgovorov ali enoznačnih rešitev, temveč skozi analizo osnovnih pojmov in dilem tega vsebinskega področja na novo postavlja nekatera izmed temeljnih vprašanj pri pouku državljanske vzgoje. Kakor potrjujejo številni projekti, strategije in iniciative ter primeri »dobrih« praks, se iskanje enoznačnih odgovorov na posamezne izzive in probleme (kljub povečanemu interesu teoretikov, snovalcev politik in pedagoških delavcev) sooča z vrsto zgrešenih srečanj in zamujenih priložnosti. V izogib retoriki, ki napetosti, izzive in dileme posameznih pojmovanj v veliki meri zaobide, je vsak izmed pojmov predstavljen v vsej svoji kompleksnosti in protislovnosti. Predlagani odgovori na širšem področju državljanske vzgoje postanejo namreč vse prepogosto del problema in ne rešitve.

Higher Education is a steward of socialization, a facilitator of social mobility, and a provocateur eliciting individuals' and societies' unrealized potential. Graduates of the Academy will become the next generation of those tasked with building, strengthening and maintaining the institutions and ideals underpinning current and aspiring democratic societies. But as globalization continues to blur individual, institutional and national boundaries, there are calls from and to multiple sectors to articulate productive methods for achieving the ideals of democracy and social cohesion. This text is intended to contemplate the conceptual frameworks and policy imperatives facing post-secondary/tertiary sector educational institutions in preparing citizens for meaningful participation in democracies, whether long-standing, young or emerging. The diverse international contributors discuss perspectives on how post-secondary/tertiary sector institutions are implicated in, but not necessarily leading these efforts.

The chapter examines the Twitter campaigning of parliamentary political parties and their influential members during the 2011 preterm national election campaign. We examine the rationales behind the adoption and appropriation of Twitter in the Slovenian political arena. Content analysis of 4,610 Tweets and conducted interviews with campaign managers of seven lists of candidates allowed us to revisit three perennial hypotheses about political communication on the web: the copycat, revolution and normalisation hypotheses. While the examined parties’ move into the Twittersphere confirmed the copycat hypothesis, their utilisation of the tool revealed mixed evidence for the revolution vs. normalisation dilemma. Party campaigning did show signs of ‘politics as usual’, with political powerhouses taking the lead on Twitter as well. However, it also demonstrated a substantial degree of genuine direct political interaction between politicians and citizens.

Despite being coined by international forums and promoted chiefly by international/supranational organisations and clubs, sustainable development is a concept that in essence rests on and is largely determined by the local level. The local level’s primacy in terms of introducing the principles of sustainability is openly stipulated by Agenda 21, thus providing the impetus for local sustainable development strategies – Local Agenda 21. These community-specific, long-term visions of sustainable co-existence serve as an important strategic tool for overcoming challenges communities may face while maintaining the general idea of the future. As prime standardised artifacts, local sustainable development strategies represent an excellent insight into the capacity of an individual community to achieve a sustainable future and deal with potential challenges. In this paper, we analysed four such visions of a sustainable future for two city and two minor Slovenian municipalities in order to examine their capacity to develop into sustainable communities. By employing George and Kirkpatrick’s (2006) framework for assessing sustainable development strategies, we identified useful and problematic aspects of the documents prepared by the city and town municipalities. The analysis showed that the transition period in Slovenia has left a significant impact on development planning and its consequences have yet to be fully resolved.

In this article, we assess the effects of democratic transition, the introduction of a capitalist economy, the creation of a newly independent state and international economic and political integrations on the employment potential of political science graduates. While we particularly focus on Slovenia, we will also consider the broader challenges faced by many professions across Europe. The empirical study is based on a series of tracer surveys carried out since 1969, as well as an analysis of political science programme curricula, enrolment and graduation statistics and official data on employability. The statistical and survey data is supplemented by stakeholders' views. Our main finding is that, paradoxically, under socialism, the pressures on political science supported internal professional integration so that the profession was better able to adapt to the initial democratisation than to market-induced domestic changes and the challenges of global competitiveness (including the Bologna HE reform). The recent international financial and economic crisis has only reinforced these challenges.
