The paper discusses the degree of normative sustainability achieved by selected regimes according to their sustainable development strategies. Focussing on Agenda 21, the Mediterranean Strategy of Sustainable Development, the European Union’s renewed Sustainable Development Strategy and Slovenia’s Development Strategy, the paper draws on Becker et al.’s cross-disciplinary concept of sustainability and the operationalization of normative sustainability. On the basis of the analysis of objectives and rationales behind the investigated strategies as well as examination of the general context, the paper puts forward the differences between the examined regimes and explores the possible factors inducing them. The paper concludes with a general observation that the analysed regimes reflect a fair degree of normative sustainability.

This paper assesses three sustainable de- velopment strategies – the European Union’s Sustainable Development Strategy in its revised version, the Mediterranean Strategy for Sustain- able Development and Slovenia’s Development Strategy – according to the level of sustainability these strategies provide. Deriving from three di- verse sustainable development regimes, select- ed strategies are scrutinised for the presence of the five general principles of effective sustainable development strategies promoted by the United Nations and the Organization for Economic Co- operation and Development. Building on George and Kirkpatrick’s (2006) framework for analysis, we concentrate on principles of strategic planning and sustainable development, and a coordinated set of measures to ensure their implementation. The results reveal that the major differences be- tween the assessed strategies are present in the sophistication of the theoretical bases and the integration of three main pillars of sustainable development (i.e. environmental, economic and social). In general, the assessed strategies re- flect a high degree of inclusiveness of a variety of interests. However, there is a common weak- ness among them in terms of implementation, be it in the provision of adequate resources, the guarantee of adequate implementing capacity of the institutions designated for implementation or the precise definition of the institutional frame- work responsible for the implementation of the strategy.

Monografija obravnava položaj državljana v različnih državljanskih sistemih ter skuša ovrednotiti poglavitne teoretske tradicije državljanstva. Posledično je delo razdeljeno na dva zaokrožena vsebinska sklopa. Prvi se posveča ureditvam državljanstva in razpravam o njem skozi zgodovino; od začetkov v antičnih konceptih državljanstva, prek srednjeveške oživitve, do novoveške renesanse državljanstva. Pri tem so še posebej poudarjene ureditev in dediščina atenske republike, antičnega Rima v dobi republike ter obuditev državljanstva pri renesančnih avtorjih. V drugem sklopu so postavljene v ospredje poglavitne relevantne tradicije razprav o državljanstvu, ki zajemajo ključna razmišljanja kot tudi temeljne smeri dognanj na tem področju. Ob tem je posebna pozornost namenjena liberalni, državljansko-republikanski in kozmopolitski tradiciji. Hkrati se delo spopada tudi s preseganjem tradicionalnega razumevanja državljanstva, predvsem v primeru državljanstva Evropske unije, ki vse bolj determinira doživljanje politične skupnosti Evropejcev. Delo je sklenjeno s kratkim sintetičnim pregledom državljanskih ureditev in razprav ter kritično obravnavo ideje o mnogovrstnem državljanstvu.

Based on a social constructivist framing, this article seeks to address the gap in the literature on the impact of Europeanisation on the national interest group political culture in general and in the post-communist context in particular. The impacts of Europeanisation on interest group domestic policy behaviour, in terms of national interest groups networking with their European counterparts, their contacts with EU-level decision makers, and their access to EU funds, are tested based on the panel surveys that were conducted in 1996 and 2012 of the most influential interest groups in eleven policy fields in Slovenia. Our key findings are that Europeanisation does support changes in the national interest group political culture in the direction of a more pro-active approach in influencing national policy processes. However, Europeanisation explains only a small portion of the variability among the domestic policy behaviour of interest groups.

The objective of this book is to contribute to an increase in the knowledge of the concepts, forms and consequences of discrimination in Croatian society (with an emphasis on gender and ethnic-based discrimination) as well as legal and institutional frameworks for its combating among citizens, women's NGOs and ethnic minority NGOs and politicians. It represents the research efforts of the ‘AD ACTE – Anti-Discrimination Actions Towards the Equality of Women and Men’ project and strives to monitor the implementation of already-enacted national anti-discrimination policies, to assess their effectiveness and to propose new benchmarking models. The monitoring focuses on the anti-discrimination policies in the field of female political participation (including ethnic minority groups). On the basis of the data acquired and the analysis performed, the book argues that the measures adopted in Croatia to promote the balanced representation of women and men have failed to produce any significant improvements.

Hipoteza razkoraka v znanju predpostavlja, da se v obdobju povečanih medijskih sporočil razkorak v znanju med informacijsko bogatimi in informacijsko revnimi povečuje. Razkorak se ne pojavlja samo v znanju, ampak se odraža tudi v deležu opre-deljenih anketirancev na anketna vprašanja. Na podlagi podatkov, zbranih v okviru evropske družboslovne raziskave 2010, smo skušali model pojasnjevanja razkoraka v znanju aplicirati na razkorak v opredeljevanju na politična in aktualna mnenjska vprašanja v anketi. Čeprav se model ni potrdil zelo močno, se je izkazal kot uporaben tudi pri pojasnjevanju stopnje opredeljevanja na anketna vprašanja tako za vzorec raziskave (27 evropskih držav) kot za primer Slovenije. V primeru Slovenije razkorak v znanju v večji moči pojasnjujeta politični interes in izobrazba kot pa uporaba medijskih sporočil.

This article focuses on how domestic and EU-level political factors affect the functional aspect of the national coordination of EU affairs. Due to the idiosyncrasies of the post-communist countries which have joined the EU since 2004, an analysis of dynamic changes in the national systems of coordination needs to focus on three factors: (a) functional pressures from the EU; (b) the consolidation of the national party system; and (c) existing traditions of politico-administrative relations. The international economic and financial crisis is considered as a fourth factor that has affected the first three factors through the increase in the EU's 'informal intergovernmentalism', which adds to the politicization of EU matters. The Slovenian case points to an increased, though selective, politicization of EU business due to both national- and EU-level factors.

A detailed analysis of party organization, party funding and voting behaviour in parliament in Slovenia indicates a partial cartelization of Slovene party politics. In line with the cartel thesis, parties in Slovenia are heavily dependent on the state for their finances and there is evidence that parties have used the resources of the state to limit competition. Nonetheless, there is much less evidence of cartelization in terms of party organization indicating more cartelization in the party system as a whole than within individual parties.

Election posters are a visual means of communicating political messages to a large audience, and they are an important print medium for political communication that is directly controlled by political actors. Posters have played a large role in election campaigns for the past two centuries, and as a result, this trend continues in many countries today. The legacy of socialism and the rule of the Communist Party made posters even more important in Slovenia, due to the medium’s significant function in the propaganda machinery. By employing the informative-persuasive framework, we analysed the nature of electoral competition in Slovenian poster campaigning as well as the extent of its (dis)continuity with posters from the period of communist monism. Based on the content analysis of posters from the communist and non-communist periods, we observed that Slovenian posters in the post-1991 democratic era reflect patterns of poster campaigning characteristic of liberal democracies and demonstrate a clear break with posters from the communist regime. Those patterns confirm the general assumption that dominant political actors employ more persuasive poster campaigning, while the less established devote more attention to informative activities.

This article examines the impact of global anti-doping initiatives on national sport policies and the role of wider national political and legal frameworks in facilitating compliance with them. The role of these frameworks in respect of ‘top-down’ sports policy scenarios – where sovereign states, sports organizations and individual actors respond to the policy obligations placed upon them by virtue of their acceding to international initiatives such as the World Anti-Doping Agency (WADA) Code or the UNESCO Anti-Doping Convention – is considered by reference to the ongoing development of anti-doping policy within the Republic of Slovenia. This article identifies various patterns of policy change which have occurred in the national context as a consequence of global policy initiatives and thus examines the relationship between a sovereign state's particular response to global policies, the ostensibly binding nature of those policies and the role of national law in the relationship between them.

Slovenia has been widely portrayed as a ‘success story’ of the transition to modern liberal democracy. This paper attempts to revise that somewhat distorted image by explaining how different political visions, and their clashes and coalitions over two decades of independent statehood, influenced the Slovenian citizenship regime, which is rife with undemocratic practices. Drawing on the ‘nationalizing state’ approach, the paper illuminates two dominant political agendas: the nationalizing state agenda and the Europeanizing state agenda. However, both agendas are frequently intertwined and provide legitimacy to political actors across the ideological spectrum depending on the circumstances. These circumstances are external or internal to the political system and determine the relevance of either of the two agendas. As such, they also play an important role in shaping the outcome of the political bargaining that has left its mark on the Slovenian citizenship regime. The periods of consensus between political elites regarding the overarching goals of national independence and accession to the European Union were accompanied by external pressures to introduce liberal democratic principles. Consequently, these facilitated the civic agenda. On the other hand, the absence of international pressures, in combination with internal factors, allowed serious malpractice in the field. Nevertheless, citizenship has proved to be an extremely important aspect of both agendas.

In the early stage, Lasswellian policy analysis was overtly value-oriented, stressing that the goal of policy analysis and policy analysts should be to improve the state of human wellbeing, democracy, the rule of law, human rights, the respect for human dignity and individual choice. However, policy analysis has since evolved in many directions. One of them is the instrumentalisation of policy analysis in its broader transnational social and political contexts. This paper will focus on the role of policy analysis in the latest wave of democratisation and the introduction of capitalist economics to post-communist countries, especially those involved in the European integration process.

The main aim of the book is to study the reception of the OMC in Slovenia. There are two ways that the reception of the OMC and the ability to exploit the various dimensions of its potential are important: firstly, in order to achieve the quantitative goals of the Lisbon Strategy; and secondly, the qualitative goals, for example including the greater convergence of different policy fields and a greater degree of democratic governance in the EU. The OMC's potential in the area of employment and education policies reveals a considerable capacity for strengthening horizontal and hierarchical interactions and for achieving the future convergence of decisions and actions. In the book we apply theoretical arguments concerning the implementation of public policies, soft modes of governance, Europeanization processes and policy learning, as well as the opinions of those actors dealing with the OMC in employment and education at both the national and EU levels.

This is essentially two distinct books within one cover, the first being, Political Economy and Canadian Labour and the Second Political Economy and Slovenian Labour. In the first book, Paul Philips looks at political economy and Canadian capitalism, the conflict between democracy and neoliberal capitalism, institutions of production and exchange, production theory, the labour process and market investment, growth and crisis, international sector and globalism. After sketching the problems of neo liberal global capitalism in detail, Philips puts forward an alternative program for labour. He argues that there is a neoliberal threat to democracy and economic security and stresses that trade unions matter and puts forth a democratic agenda.
In the second book, Bogomil Ferfila sketches the economic history of Slovenia from 6 century till 1991, and then looks at the transition and economic development of Independent Slovenia in the decade after 1991 the development of corporatism in Slovenia, monetary and exchange rate policies during Slovenia’s transition. He then discusses labour, transition and the development of new industrial relations and the political economy of Slovenian transition from 1945 to 2004 as well as the role of budget in the transition process. He ends with a discussion on Slovenia’s accession to EU and Slovenia’s functioning in the European Union.
The two studies put forward through a comparative framework the state of relation between political economy and labour in an advanced capitalist society and a society which has undergone transition from state socialism to capitalism, both in a worldwide situation of neo-liberal capitalism. The democratic agenda of labour is put forward as an alternative to neo-liberal capitalism. The book will be an important read for researchers on global politics political economy and labour.

Lizbonska pogodba v 12. členu (UL S 306, 2007)
prvič omenja vlogo nacionalnih parlamentov na ravni ustanovitvenih
pogodb oziroma njihovih revizij. Na ta način
je bila jasno poudarjena dinamika krepitve parlamentarne
dimenzije v Evropski uniji (EU), ki se posledično
dotika tudi polja slovenskega predsedovanja Svetu EU, saj
je ravno ratifikacija omenjene pogodbe ena izmed poglavitnih
prioritet. Lizbonska pogodba, skupaj z aneksiranim
Protokolom o vlogi nacionalnih parlamentov v Evropski
uniji, prispeva k novi kakovosti vpetosti nacionalnih parlamentov
v proces oblikovanja politik na evropski ravni
(COSAC, 2008: 7) in pomeni nov elan za reševanje vprašanj
parlamentarizacije Unije ter spopadanja s problemi
demokratične legitimnosti Skupnosti. Rezultati kohezivnosti
glasovanja poslancev Državnega zbora v obdobju od
leta 1994 do leta 2008 ne obetajo izpolnitve izpostavljenih
upov, saj so slednji delovali zelo strateško in v skladu s
strukturno močjo političnih strank. Posledično je percepcija
vpliva Evrope na vzorce poslanskega delovanja le rezultat
konsenza političnih elit glede strateških ciljev, saj se po
zaključku procesov vključevanja vzorci glasovalne kohezivnosti
vrnejo na raven iz začetka devetdesetih. Na tej
stopnji ostanejo tudi v obdobju predsedovanja, kar kaže
na odsotnost vsesplošnega konsenza s preloma tisočletja
ter dojemanje predsedovanja kot strankarskega projekta.
Rezultati se tako kažejo predvsem kot opomin procesu
(nacionalne) parlamentarizacije Skupnosti ter posledičnega
zmanjševanja problemov demokratične legitimnosti.
