Purpose: The purpose of this paper is to examine the education-job match of political science graduates from Slovenia, as well as from selected EU countries, in the context of other disciplines. In the frame of contested theoretical approaches, the implications of matching the knowledge that is acquired during education to the skills that are needed on the job are also examined.
Design/methodology/approach: Using the REFlex HEGESCO database, as well as other secondary data, the wider disciplinary and contextual environments are presented. Disciplinary and contextual mapping is followed by binary logistic regression of primary data collected from Slovene political science graduates. Based on the results, the authors determined the validity of certain theoretical premises of human capital, credentialist, and assignment approaches, specifically regarding education-job matching.
Findings: In terms of graduate education-job match, the results indicate that the relevance of the sector of employment relates to educational as well as skill match. The results also indicate that matched candidates utilize the skills acquired during the education process to a greater degree, which adds weight to the assignment theory's presumption. The effect of formal credentials is relevant, because graduates with Bologna degrees, despite having attended programs with virtually identical curricula at the same institution, are significantly less matched when compared to non-Bologna graduates. Accordingly, the effect of the change to the structure of the system of higher education (HE), which is amplified by the period effect of the economic crisis, implies a serious change to graduates’ opportunity structure.
Practical implications: The study should motivate a re-examination of the teleological purpose of the study by professional associations in the state. It should also motivate the adjustment of the study programs to the new conditions graduates face and strengthen the educator-employer relationship to make the latter cognizant about the study programs and the skills of graduates. In addition, the study should provide grounds for a critical discussion about the implications of governmental austerity measures on the public sector.
Originality/value: The paper provides new insights into the early careers of political scientists and social scientists at large. It also offers early evidence on the effect of the Bologna's HE reform and indications about the early career achievements in a crisis-struck post-communist country.

Knjižica Osnovni pojmi in dileme državljanske vzgoje predstavlja nekatere izmed osnovnih pojmov s širšega vsebinskega področja državljanske vzgoje. Čeprav je vsak izmed pojmov, ki je predstavljen v knjižici, napisan nepristransko in objektivno, knjižica ne ponuja preprostih odgovorov ali enoznačnih rešitev, temveč skozi analizo osnovnih pojmov in dilem tega vsebinskega področja na novo postavlja nekatera izmed temeljnih vprašanj pri pouku državljanske vzgoje. Kakor potrjujejo številni projekti, strategije in iniciative ter primeri »dobrih« praks, se iskanje enoznačnih odgovorov na posamezne izzive in probleme (kljub povečanemu interesu teoretikov, snovalcev politik in pedagoških delavcev) sooča z vrsto zgrešenih srečanj in zamujenih priložnosti. V izogib retoriki, ki napetosti, izzive in dileme posameznih pojmovanj v veliki meri zaobide, je vsak izmed pojmov predstavljen v vsej svoji kompleksnosti in protislovnosti. Predlagani odgovori na širšem področju državljanske vzgoje postanejo namreč vse prepogosto del problema in ne rešitve.

Higher Education is a steward of socialization, a facilitator of social mobility, and a provocateur eliciting individuals' and societies' unrealized potential. Graduates of the Academy will become the next generation of those tasked with building, strengthening and maintaining the institutions and ideals underpinning current and aspiring democratic societies. But as globalization continues to blur individual, institutional and national boundaries, there are calls from and to multiple sectors to articulate productive methods for achieving the ideals of democracy and social cohesion. This text is intended to contemplate the conceptual frameworks and policy imperatives facing post-secondary/tertiary sector educational institutions in preparing citizens for meaningful participation in democracies, whether long-standing, young or emerging. The diverse international contributors discuss perspectives on how post-secondary/tertiary sector institutions are implicated in, but not necessarily leading these efforts.

The chapter examines the Twitter campaigning of parliamentary political parties and their influential members during the 2011 preterm national election campaign. We examine the rationales behind the adoption and appropriation of Twitter in the Slovenian political arena. Content analysis of 4,610 Tweets and conducted interviews with campaign managers of seven lists of candidates allowed us to revisit three perennial hypotheses about political communication on the web: the copycat, revolution and normalisation hypotheses. While the examined parties’ move into the Twittersphere confirmed the copycat hypothesis, their utilisation of the tool revealed mixed evidence for the revolution vs. normalisation dilemma. Party campaigning did show signs of ‘politics as usual’, with political powerhouses taking the lead on Twitter as well. However, it also demonstrated a substantial degree of genuine direct political interaction between politicians and citizens.

Despite being coined by international forums and promoted chiefly by international/supranational organisations and clubs, sustainable development is a concept that in essence rests on and is largely determined by the local level. The local level’s primacy in terms of introducing the principles of sustainability is openly stipulated by Agenda 21, thus providing the impetus for local sustainable development strategies – Local Agenda 21. These community-specific, long-term visions of sustainable co-existence serve as an important strategic tool for overcoming challenges communities may face while maintaining the general idea of the future. As prime standardised artifacts, local sustainable development strategies represent an excellent insight into the capacity of an individual community to achieve a sustainable future and deal with potential challenges. In this paper, we analysed four such visions of a sustainable future for two city and two minor Slovenian municipalities in order to examine their capacity to develop into sustainable communities. By employing George and Kirkpatrick’s (2006) framework for assessing sustainable development strategies, we identified useful and problematic aspects of the documents prepared by the city and town municipalities. The analysis showed that the transition period in Slovenia has left a significant impact on development planning and its consequences have yet to be fully resolved.

The paper discusses the degree of normative sustainability achieved by selected regimes according to their sustainable development strategies. Focussing on Agenda 21, the Mediterranean Strategy of Sustainable Development, the European Union’s renewed Sustainable Development Strategy and Slovenia’s Development Strategy, the paper draws on Becker et al.’s cross-disciplinary concept of sustainability and the operationalization of normative sustainability. On the basis of the analysis of objectives and rationales behind the investigated strategies as well as examination of the general context, the paper puts forward the differences between the examined regimes and explores the possible factors inducing them. The paper concludes with a general observation that the analysed regimes reflect a fair degree of normative sustainability.

This paper assesses three sustainable de- velopment strategies – the European Union’s Sustainable Development Strategy in its revised version, the Mediterranean Strategy for Sustain- able Development and Slovenia’s Development Strategy – according to the level of sustainability these strategies provide. Deriving from three di- verse sustainable development regimes, select- ed strategies are scrutinised for the presence of the five general principles of effective sustainable development strategies promoted by the United Nations and the Organization for Economic Co- operation and Development. Building on George and Kirkpatrick’s (2006) framework for analysis, we concentrate on principles of strategic planning and sustainable development, and a coordinated set of measures to ensure their implementation. The results reveal that the major differences be- tween the assessed strategies are present in the sophistication of the theoretical bases and the integration of three main pillars of sustainable development (i.e. environmental, economic and social). In general, the assessed strategies re- flect a high degree of inclusiveness of a variety of interests. However, there is a common weak- ness among them in terms of implementation, be it in the provision of adequate resources, the guarantee of adequate implementing capacity of the institutions designated for implementation or the precise definition of the institutional frame- work responsible for the implementation of the strategy.

Monografija obravnava položaj državljana v različnih državljanskih sistemih ter skuša ovrednotiti poglavitne teoretske tradicije državljanstva. Posledično je delo razdeljeno na dva zaokrožena vsebinska sklopa. Prvi se posveča ureditvam državljanstva in razpravam o njem skozi zgodovino; od začetkov v antičnih konceptih državljanstva, prek srednjeveške oživitve, do novoveške renesanse državljanstva. Pri tem so še posebej poudarjene ureditev in dediščina atenske republike, antičnega Rima v dobi republike ter obuditev državljanstva pri renesančnih avtorjih. V drugem sklopu so postavljene v ospredje poglavitne relevantne tradicije razprav o državljanstvu, ki zajemajo ključna razmišljanja kot tudi temeljne smeri dognanj na tem področju. Ob tem je posebna pozornost namenjena liberalni, državljansko-republikanski in kozmopolitski tradiciji. Hkrati se delo spopada tudi s preseganjem tradicionalnega razumevanja državljanstva, predvsem v primeru državljanstva Evropske unije, ki vse bolj determinira doživljanje politične skupnosti Evropejcev. Delo je sklenjeno s kratkim sintetičnim pregledom državljanskih ureditev in razprav ter kritično obravnavo ideje o mnogovrstnem državljanstvu.

The objective of this book is to contribute to an increase in the knowledge of the concepts, forms and consequences of discrimination in Croatian society (with an emphasis on gender and ethnic-based discrimination) as well as legal and institutional frameworks for its combating among citizens, women's NGOs and ethnic minority NGOs and politicians. It represents the research efforts of the ‘AD ACTE – Anti-Discrimination Actions Towards the Equality of Women and Men’ project and strives to monitor the implementation of already-enacted national anti-discrimination policies, to assess their effectiveness and to propose new benchmarking models. The monitoring focuses on the anti-discrimination policies in the field of female political participation (including ethnic minority groups). On the basis of the data acquired and the analysis performed, the book argues that the measures adopted in Croatia to promote the balanced representation of women and men have failed to produce any significant improvements.

Election posters are a visual means of communicating political messages to a large audience, and they are an important print medium for political communication that is directly controlled by political actors. Posters have played a large role in election campaigns for the past two centuries, and as a result, this trend continues in many countries today. The legacy of socialism and the rule of the Communist Party made posters even more important in Slovenia, due to the medium’s significant function in the propaganda machinery. By employing the informative-persuasive framework, we analysed the nature of electoral competition in Slovenian poster campaigning as well as the extent of its (dis)continuity with posters from the period of communist monism. Based on the content analysis of posters from the communist and non-communist periods, we observed that Slovenian posters in the post-1991 democratic era reflect patterns of poster campaigning characteristic of liberal democracies and demonstrate a clear break with posters from the communist regime. Those patterns confirm the general assumption that dominant political actors employ more persuasive poster campaigning, while the less established devote more attention to informative activities.

Slovenia has been widely portrayed as a ‘success story’ of the transition to modern liberal democracy. This paper attempts to revise that somewhat distorted image by explaining how different political visions, and their clashes and coalitions over two decades of independent statehood, influenced the Slovenian citizenship regime, which is rife with undemocratic practices. Drawing on the ‘nationalizing state’ approach, the paper illuminates two dominant political agendas: the nationalizing state agenda and the Europeanizing state agenda. However, both agendas are frequently intertwined and provide legitimacy to political actors across the ideological spectrum depending on the circumstances. These circumstances are external or internal to the political system and determine the relevance of either of the two agendas. As such, they also play an important role in shaping the outcome of the political bargaining that has left its mark on the Slovenian citizenship regime. The periods of consensus between political elites regarding the overarching goals of national independence and accession to the European Union were accompanied by external pressures to introduce liberal democratic principles. Consequently, these facilitated the civic agenda. On the other hand, the absence of international pressures, in combination with internal factors, allowed serious malpractice in the field. Nevertheless, citizenship has proved to be an extremely important aspect of both agendas.

Lizbonska pogodba v 12. členu (UL S 306, 2007)
prvič omenja vlogo nacionalnih parlamentov na ravni ustanovitvenih
pogodb oziroma njihovih revizij. Na ta način
je bila jasno poudarjena dinamika krepitve parlamentarne
dimenzije v Evropski uniji (EU), ki se posledično
dotika tudi polja slovenskega predsedovanja Svetu EU, saj
je ravno ratifikacija omenjene pogodbe ena izmed poglavitnih
prioritet. Lizbonska pogodba, skupaj z aneksiranim
Protokolom o vlogi nacionalnih parlamentov v Evropski
uniji, prispeva k novi kakovosti vpetosti nacionalnih parlamentov
v proces oblikovanja politik na evropski ravni
(COSAC, 2008: 7) in pomeni nov elan za reševanje vprašanj
parlamentarizacije Unije ter spopadanja s problemi
demokratične legitimnosti Skupnosti. Rezultati kohezivnosti
glasovanja poslancev Državnega zbora v obdobju od
leta 1994 do leta 2008 ne obetajo izpolnitve izpostavljenih
upov, saj so slednji delovali zelo strateško in v skladu s
strukturno močjo političnih strank. Posledično je percepcija
vpliva Evrope na vzorce poslanskega delovanja le rezultat
konsenza političnih elit glede strateških ciljev, saj se po
zaključku procesov vključevanja vzorci glasovalne kohezivnosti
vrnejo na raven iz začetka devetdesetih. Na tej
stopnji ostanejo tudi v obdobju predsedovanja, kar kaže
na odsotnost vsesplošnega konsenza s preloma tisočletja
ter dojemanje predsedovanja kot strankarskega projekta.
Rezultati se tako kažejo predvsem kot opomin procesu
(nacionalne) parlamentarizacije Skupnosti ter posledičnega
zmanjševanja problemov demokratične legitimnosti.

Slovenian illicit drugs policy reflects several
key characteristics of Central and Eastern European
welfare systems. Due to the marginal character of illicit
drugs policy in virtually every democratic society, regulation
of the field has proven to be even more challenging
since it reflects certain core ideological preferences
of decision-makers. Being somewhat determined by the
path taken for resolving similar issues in the previous
regime, the relatively new policy field of illicit drugs has
collided with certain supranational initiatives regarding
the resolution of drug (ab)use on one hand, and
local community initiatives responding to community
needs on the other. We investigate the latter by focusing
on Local Action Groups and identify their amphibious
nature which derives from the urge to secure funding
and stability. Namely, their greater institutionalisation
and dependence on public funds may compromise their
responsiveness, introduce another gatekeeper for other
civil society actors and eventually leave them to the
mercy of local public authorities.

Avtor kot eno temeljnih alternativ izpostavlja koncept mnogovrstnega državljanstva, ki pa v svoji večplastni formulaciji ni ekskluzivno vezan na eno izmed ravni s suverenimi močmi ter tako tudi ne predstavlja substitutivnih nevarnosti, temveč prej komplementarne oziroma suplementarne prednosti. Na ta način omenjeno formulacijo predstavi kot uporaben okvir, ki konceptualno presega domet nacionalne države, hkrati pa le-te vendarle eksplicitno ne negira. Avtor tudi poskuša demistificirati prevlado retorike pravic v tradicijah državljanstva, ki je posledica procesov, povezanih z liberalizmom.

Avtorji v monografiji obravnavajo politično državljanstvo na kompleksen način. Kombinirajo namreč natančen pregled teorij in konceptov državljanstva, empirično raziskovanje normativnih (samo)opredelitev državljanov glede aktivnega poseganja v politiko in empirično raziskovanje praks državljanstva. Poleg historično-razvojnega pogleda na opredeljevanje državljanstva monografija prinaša tudi mednarodno primerjalni pogled na podlagi podatkov raziskave The International Social Survey Programme (ISSP 2004) - Citizenship Module, ki pomaga razumeti slovenske izkušnje v primerjavi z drugimi na sodobnem svetovnem zemljevidu državljanskih norm, (samo)zaznav kompetenc državljanov in njihovega odnosa do političnosti, ki presega meje nacionalnih držav. Tak prispevek je bilo mogoče zgraditi le s kombinacijo teoretskega in empiričnega pristopa ter interdisciplinarnega sodelovanja med politologi in sociologi.

Temeljni namen monografije je predstaviti osnovne determinante državljanstva, ki so skozi zgodovino zaznamovale člane političnih skupnosti ter hkrati določale tudi kakovost njihove vloge v procesih vladanja in biti vladan. Monografija obravnava današnjo relevantnost državljanstva, kar inherentno zajema tudi pregled njegovih konceptualnih značilnosti ter načinov opredeljevanja. Poleg diahroničnega pregleda renesanse državljanstva je pozornost monografije usmerjena tudi v državljanstvo zunaj okvirov nacionalne države, kjer so izpostavljene predvsem aktualne razprave o kozmopolitskem in mnogovrstnem državljanstvu. Kot odgovor na izzive globalizacije, transnacionalizma in pasti devolucijskih silnic, monografija z vpeljavo procesov supranacionalizma in federalizma nudi ekskurz na polje izgradnje evropske politične skupnosti ter analizo posledične vpeljave dvotirnega državljanstva. O Uniji je namreč v kontekstu državljanstva težko razmišljati zunaj okvira federalizma, kar pravzaprav odpira možnost primerjalne analize z nekaterimi poprejšnjimi državljanskimi režimi. Monografija je, kot že sam naslov prikazuje, interdisciplinarno delo s področja politologije, ekonomije, družboslovne geografije ter tudi zgodovine in sociologije. Skuša razkriti vzvode uspeha skandinavskih družb tako na gospodarskem, političnem, družbenem področju, saj so prav Danska, Švedska, Finska, Norveška in Islandija države, ki v svetu veljajo za utelešenje najboljših sistemskih in praktičnih rešitev. Podaja pregled nastanka in zgodovinski lok, ekonomski in politični sistem, družbene značilnosti, pa tudi sociopsihološke poteze državljanov vsake od naštetih držav. Šele kombinacija vseh naštetih in drugih značilnosti je tisto, kar omogoča in zagotavlja navedeno uspešnost teh družb in držav. Številne države, tudi Slovenija, ves čas zatrjujejo, da želijo imeti skandinavski model družbe, gospodarstva in politike, a pri tem pozabljajo, da bi za to morale imeti tudi njihove državljane, zgodovino, vero in kulturo...

This is essentially two distinct books within one cover, the first being, Political Economy and Canadian Labour and the Second Political Economy and Slovenian Labour. In the first book, Paul Philips looks at political economy and Canadian capitalism, the conflict between democracy and neoliberal capitalism, institutions of production and exchange, production theory, the labour process and market investment, growth and crisis, international sector and globalism. After sketching the problems of neo liberal global capitalism in detail, Philips puts forward an alternative program for labour. He argues that there is a neoliberal threat to democracy and economic security and stresses that trade unions matter and puts forth a democratic agenda.
In the second book, Bogomil Ferfila sketches the economic history of Slovenia from 6 century till 1991, and then looks at the transition and economic development of Independent Slovenia in the decade after 1991 the development of corporatism in Slovenia, monetary and exchange rate policies during Slovenia’s transition. He then discusses labour, transition and the development of new industrial relations and the political economy of Slovenian transition from 1945 to 2004 as well as the role of budget in the transition process. He ends with a discussion on Slovenia’s accession to EU and Slovenia’s functioning in the European Union.
The two studies put forward through a comparative framework the state of relation between political economy and labour in an advanced capitalist society and a society which has undergone transition from state socialism to capitalism, both in a worldwide situation of neo-liberal capitalism. The democratic agenda of labour is put forward as an alternative to neo-liberal capitalism. The book will be an important read for researchers on global politics political economy and labour.

Avtor monografije se že dolgo ukvarja z analizo sodobnega sveta in njegovih držav ter ima izjemno obsežno bibliografijo s tega področja. V tem delu gre za aplikacijo teorij primerjalnih politik na države v razvoju. V različnih državah uporabi različne raziskovalne in tudi disciplinarne pristope. Posebej je vredno izpostaviti varnostne preseke polarnih regij ter obravnavo odnosov med Indijo in Kitajsko. Indija je primer države, ki jo avtor razčleni po vseh možnih presekih, po obsegu ta predstavitev predstavlja skoraj polovico knjige preostale države so obravnavane skromneje. Kljub temu je vredno opozoriti na zgodovinske preglede v primeru Indije, Mauritiusa, Kube ter nekoliko krajše zgodovinske orise posameznih afriških držav.
